Cannabis banking has one more logical chance for passage in the lame duck: the omnibus appropriations package. That assumes, however, that lawmakers reach agreement on an omnnibus. Bipartisan negotiations are mired in gridlock, POLITICO’s Caitlin Emma reports. Democrats are starting to work on their own plan — but it’s unclear if they can put such a package together before the end of the year. Even if Dems put together their own spending bill, the likelihood it would fail in the Senate, where it needs 60 votes, is high. The federal funding deadline is Dec. 16 — this Friday. It’s likely that Congress passes a continuing resolution to keep the government funded for a few more weeks.
